ITEM 1. DEER MANAGEMENT STRATEGIES
T. Schultz gave an overview
or the status of Council’s review of the Deer Management Plan. The following information on Deer Management
strategies was presented by Schultz and B. Kunkel:
Intent of the plan
Deer Ordinance Feeding Ban
Habitat impacts of deer
Deterrents vs. Control
Population Dynamics
Other regional and metro plans
Additional options
Create more habitat
Citywide supplemental feeding
Fencing natural areas
Reintroduce predators
Management Strategies
Contraceptives
Trap and transfer
Archery hunting
Sharp shooting
Let nature take its course
Staff recommended phasing in
the Deer Management Strategies over the next two years. There would be re-evaluation on an on-going
basis.
The following items were
discussed:
Ban of Deer feeding ordinance
Staff was directed to take the ordinance both to the PNRC to
reword the feeding ban language
Use of deer-trap and dispatch
Clarify use of deer skin and include Management Plan
Council directed staff and PNRC to review uses of deer when
dispatched
Archery hunting
Opposition to the plan-emails, letters to the editor
Council directed staff and
the PNRC to review management strategies and consider implementing an archery
hunt in the first year and bring recommendations back to the Council. The archery hunt plan would be reviewed by
the Police Department.
The Council will consider
the proposed ordinance and revised management strategies at the September 17
meeting.
ITEM 2. UPDATE ON COUNTY ROAD 42 PROCESS
C. Ebeling gave background
on the need to resume the process involving the County, City and area property
owners to identify the most acceptable design for County Road 42 corridor from
CSAH 5 to the Savage border.
D. Sorenson said the County
is sending out an RFP for consultants that will focus on the more detailed
design of the area.
County Commission Turner
shared his perspective on the importance of looking at this area of the
corridor (i.e. increase in traffic).
G. Happe said the Southcross
Coalition is ready to move forward and work with the County and City.
Council directed staff to
continue working the County and to move ahead with the joint powers agreement.
Council recessed at 7:52
p.m.
A Special Meeting of the
City Council was held.
Council took a 10-minute
break.

Council was supportive of
issuing checks as prizes.
ITEM 4. MISCELLANEOUS
Councilmember Cherney asked
for an update on the status of negotiations with Larry’s NAPA. Konat said an offer from the City is
pending.
Councilmember Workman
reported that AMM Housing and Economic Development Committee is focusing on
affordable housing. She said
Representatives McElroy and Lenczewski would be at their next meeting.
G. Happe’s proposal for the
K-Mart building was briefly discussed.
The Mayor advised the Council
that the Met Council has made a decision to help fund cities through LCD that
have been identified as demonstration models on the ground and monies that have
already been allocated would not be lost.
The Heart of the City has been identified as a demonstration model.
The Mayor announced that she
has been elected to the Board of Directors of the U.S. Conference of Mayors.
G. Konat reported that the
City sent a letter to Home Depot regarding their zoning violations. Home Depot officials have responded. It appears that the problems will be
resolved.
Konat said AT&T has
responded to a letter from the Mayor and has said broadband will be installed
by the end of the year.
The Mayor said that she is
hosting “The Mayor’s Campaign for Cancer Awareness and Support Day” on
September 6, 2001 at City Hall.
Councilmember Cherney
inquired if the results of the residential survey will be considered when
Council reviews the Ends & Outcomes.
The Mayor said they would.
The meeting was adjourned at
9:05 p.m.
