document.write("<p>Housing elements are required to be updated within time periods identified by HCD, generally called \"planning periods.\" Within each planning period, regional housing needs are identified for each jurisdiction. The regional housing need as well as other requirements must be met in order for HCD to consider certification of a jurisdiction's housing element. \n");
document.write("  <p>For the 1990 through 1995 planning period, Menlo Park's regional housing need was 1,618 dwelling units. In attempting to meet this number, the City Council adopted a housing element in 1992 that provided for 1,403 units. At the time, the Council felt that a good faith effort had been made to plan for the 1,618-unit goal. Since this number was under the 1,618-unit allocation, the 1992 Housing Element was not certified by HCD. \n");
document.write("    <p>For the subsequent planning period of 1999 through 2006, Menlo Park was required to provide for 982 units. Staff began work on the update to the 1992 Housing Element and associated Environmental Impact Report (EIR) in 2001. The work included extensive public review of possible housing sites and policies for increased densities in order to meet the identified regional housing need, as well as detailed analysis of impacts necessary for the EIR. As a part of the Council's action on the fiscal year 2005-06 project priorities, the work was put on hold pending the release of a new regional housing needs allocation. As a result, the City did not adopt an update and the 1992 Housing Element has continued to serve as the City's adopted but uncertified Housing Element. </span>\n");
