Project Description

The applicant is proposing to convert an existing 8,941-square-foot building from a theater use (Park Theater) to a private recreation use for a dance studio.  The project requires a use permit for the proposed use, a use permit to occupy a building that is nonconforming with regard to parking in the C-4 (General Commercial, applicable to El Camino Real) zoning district, and architectural control for minor exterior modifications while preserving historical aspects of the building.  The proposal also requires environmental review due to the potentially significant impacts to historical aspects of the building.

The proposed prioject would require and approval by the Planning Commission.

Environmental Review

The proposed project requires environmental review pursuant to the California Environmental Quality Act. The City is in the process of reviewing the Historical Analysis submitted by the applicant which would also be analyzed during a peer review process. The preparation of an Initial Study will determine the level of environmental review that will be necessary to process the proposed project. Should the Initial Study determine that the project and any feasible mitigation measures would not cause potentially significant impacts, a Mitigated Negative Declaration would be prepared. If the Initial Study determines that the project has potentially significant impacts that cannot be mitigated to a less than significant level, then an Environmental Impact Report (EIR) would be required.

Current Status

At the request of the applicant, the City Council will be considering on August 13, 2007 whether to commit $500,000 to the restoration and preservation of the Park Theater as a potentially historic building.
